“In North Dakota state regulations, there’s a no-waste rule. In the federal BLM regulations, there is also a no-waste rule. It doesn’t matter who owns the land. You are not allowed to waste a natural resource. But, you know, companies don’t follow that. They flare or vent off any natural gas that is too much effort to capture. I don’t think there’s any excuse for that. Not even their excuse that, you know, it’s going to hurt their company to spend money to do that. They need to understand what they’re agreeing to, when they propose to extract one of our resources. You’re agreeing to not waste any of it. And that no-waste rule is primarily economic…flaring hurts those folks who are leasing their minerals, because it means that they don’t gain anything economically from their own resources.”
